Muse Gain Premises Licence for Teignmouth Concerts (17.08.09)

Teignbridge District Council has today granted a Premises Application by SJM Concerts Ltd for a major music concert by the band Muse on Teignmouth Den.

At a meeting of the Licensing Act 2003 Sub-Committee, permission was granted for concerts on Friday 4 and Saturday 5 September. However, permission still has to be given by Teignbridge Council as landowner before the event can go ahead.

The licensing permission includes the provision of live and recorded musical entertainment and the sale of alcohol, and the premises would be open to ticket holders from 3pm to 11pm on both days.

The Sub-Committee granted the application subject to:

  • Adherence to the conditions agreed with the Police and Devon County Council;
  • And the receipt of a noise management plan to be submitted within 24 hours of today's decision which confirms that a maximum noise level of 84.1dB(A) will be recorded at the nearest noise sensitive premises.

Teignbridge Council now has to decide, as landowner, whether to give approval for the use of Teignmouth Den for the event. Following this morning's decision by the Licensing Act 2003 Sub-Committee, a report will go to Executive Portfolio Holder for Economic Development and Tourism, Cllr David Corney-Walker, who will decide whether or not to grant landowner permission.

Cllr Ted Hockin, Chair of the Licensing Act 2003 Sub-Committee said:

"We have given this application for a Premises Licence very careful consideration, and we have been satisfied that the event can be successfully managed to overcome any issues linked to public safety, public nuisance, prevention of crime and disorder, and the protection of children from harm. We have, however, made a condition that noise must be limited to no more that 84.1 decibels at the nearest premises.

"We have agreed this as a one-off application, and the noise levels we have set reflect these special circumstances. The application also appears to be supported by the people of Teignmouth, as no objections were received within the set timescale.

"The premises licence has been granted, but it is important to note that landowner permission will still need to be given. If it is, I sincerely hope the event will entertain thousands, stimulate the local economy, and put Teignmouth on the national map for music fans and visitors alike."

Cllr Sylvia Russell, Teignbridge Council Ward Member for Teignmouth East said:

"I've listened very carefully to local opinions, and I haven't had one negative view from residents or businesses, and they will be delighted to know that licensing permission has been given for these special concerts.

"As one of the residents closest to the Den I am personally looking forward to them very much. I'd like to thank all the Teignbridge officers who've worked so hard with such short notice of the event to gain the necessary approvals of the police and highways authority, and I know they will continue to work hard with the promoters to iron out any outstanding concerns ahead of Muse's homecoming, providing landowner permission is given."
