Housing Strategy

The Teignbridge Strategic Partnership (TSP) is a group that co-ordinates the work of many of the partnerships that exist in Teignbridge and leads in projects that deliver the aims of the Teignbridge Community Strategy, including the Housing Strategy.

A Housing Strategy for Teignbridge

Throughout the latter part of 2009 and early into 2010 the Council and the Teignbridge Strategic Partnership (TSP) has been working alongside partners, stakeholders and the wider community to develop an ambitious, inclusive and long term vision for housing within the area.

The Council  adopted the Housing Strategy on 30th November 2009 and it was endorsed and approved by the Teignbridge Strategic Partnership (TSP) on 09 December 2009.

The four priorities of the Housing Strategy are:

1. Everyone has the opportunity to access a home suitable to their needs and at a price they can afford.

2. Vulnerable people are supported to live independently within our communities.

3. The standard of quality and management of existing homes is improved.

4. Better use is made of existing housing.

Following the adoption of the Housing Strategy, the Council drafted its Supporting Housing Strategies to embed the objectives of the Housing Strategy into the the working operations of teams and staff in Teignbridge District Council Housing Services. The three Supporting Housing Strategies were adopted on 09 Feb 2010 and demonstrate how the Council will tackle the objectives laid out in the Housing Strategy.

In order to progress the strategies and widen participation the Teignbridge Housing Partnership was set up in March 2010. The Partnership brings together a range of professional advice and support, including senior housing professionals and important stakeholders and partners from key organisations working in housing, health, social services and planning who contribute to, and influence, the delivery of housing and sustainable communities in the Teignbridge District.

Background

Audit Commission Inspection
The Audit Commission undertook an inspection of Teignbridge Council's Strategic Housing Service in November 2008. The Commission recommended that the Council develop a new housing strategy to address the housing needs of all current and future residents in Teignbridge, as well as look at empty homes and private sector housing. They are due back in September 2010 to re-inspect our services.

Consultation
The Housing Strategy was developed over a period of about a year from the Autumn of 2008. The Council and the Teignbridge Strategic Partnership consulted widely with local people as well as key partner agencies and community representatives, all were invited to participate in developing the Strategy and many have taken a very active role.

Recommended best practice suggested that there was much to gain by the various teams and partners developing the Housing Strategy  the Local Development Framework and the Sustainable Community Strategy (SCS) together, effectively making them more robust by joint working and collaboration.

By systematically analysing a proposed policy, strategy or service we can identify what the likely effects of its implementation will have on different community groups.
