4. Third Discretionary Business Grants - ARG3 - Restart

9 June 2021: We are aware of issues with some council tax reference numbers when applying for the grant. We are working to fix this as soon as possible

The Additional Restrictions Grant (ARG3 -Restart) provides local councils with grant funding to support:

Eligible businesses

Funding is available for businesses which have been significantly impacted by the period of national restrictions from 1 April 2021, and which are ineligible to apply for the Restart scheme. This scheme supports two categories of businesses:

1. Businesses which were legally required to close during this period of national restrictions and which are not registered for business rates and
2. Businesses which were not required to close during this period (rated or non-rated), but which were still severely impacted

Ineligible businesses

The following businesses will not be eligible for the scheme:

1. Businesses which can obtain a Restart Grant
2. Businesses which have already received grant payments that equal the maximum levels of subsidy permitted
3. Businesses that were in administration, insolvent, where a striking-off notice had been made or were not engaged in business activity prior to the 5th January 2021
4. ‘Home sharing’ businesses, buy to let properties and premises that are used for personal use only (for example, riding stables)

A business that has been severely impacted will have to provide evidence of this.

Successful applicants will receive payment within five to seven working days

Subsidy Control

Before making an application for any of the business grant schemes, please read our Subsidy Control information.

It is your company’s responsibility to check that it is eligible, and by the very submission of an application you are declaring that if awarded payment that you will not exceed the relevant state aid / subsidy control permitted thresholds.

If you have any doubt as to your position you must seek appropriate advice before applying as the responsibility lies with the business, particularly if your company may be coming close to the limits allowed.

If your company has accepted Covid-19 aid or relief which has caused your organisation to exceed the limits of aid allowed, we will be entitled to recover any such payments from you.

Before you start

If you do not have an access code, please read through the checklist of requirements to make sure you have everything ready before you start your application.

Our FAQ document and the Government guidance may answer any additional questions you may have before applying.
