Give your view on draft budget proposals

Teignbridge District Council is asking residents and businesses for their views as they start the annual budget-setting process.

The council is preparing to debate its budget plans for the coming financial year and invites comment on a questionnaire as it moves towards a final budget for 2019/20.

A report to the Executive on 8 January 2019 highlights cost savings and efficiencies made as part of the council’s initial budget proposals and capital investment in key projects that help support the economy and make
Teignbridge a healthy, more desirable place to live, work and visit.

The report also includes a proposed increase in council tax of 3.03% - just £5 per year to Teignbridge’s share of the bill - in order to help protect public services.

Of the total average annual £1,834.97 council tax collected per property, Teignbridge retains just 9% - £165.17 of the current total bill. This figure has reduced from just under 12% in 2002/03 and is now the equivalent of £3.17 per week for its services.

The rest is shared between Devon County Council (72%), the Police (10%), the Fire Authority (5%), and 4% to parishes and towns.

As in previous years, Teignbridge is having to deal with a changing financial landscape and increasing demand on local services.

The main government grant, revenue support grant, will be zero by 2019/2020. New Homes Bonus also continues to reduce following changes to the scheme made by government in 2017 and there are proposals to change how much business rates local authorities are allowed to retain.

Long-term prudent financial management and forward-planning, ongoing savings and changes to how services are delivered means Teignbridge has been able to bridge any funding gaps, continue to provide quality services, in particular those that support vulnerable people.

People can have their say through a budget survey which asks respondents to indicate whether they agree or disagree with five statements including one about the proposed rise.

The survey ends on Friday 1 February.

The responses will be considered by councillors as they debate and set the budget for the coming year.

“Like many other local authorities Teignbridge continues to face significant financial challenges. We have taken a number of steps to help us deliver and improve services, work well within our means and keep inflation increases to a minimum.

“We want to set a budget that addresses the priorities and allows the council to prepare for the grant reductions we know are happening. Make sure you have your say so we can take all views into account before producing our final budget proposals.”

Parish and town councils will have advised of the draft budget plans along with businesses, Teignbridge’s Residents Panel and other local groups.

Teignbridge’s Overview and Scrutiny will meet on 14 January to consider Executive’s financial plans. Executive will consider the final financial proposals on 7 February. Full Council will meet on 28 February to consider and agree the final financial proposals and council tax resolution.
