Abbotskerswell and Bishopsteignton residents vote to accept Neighbourhood Plans

Residents of Abbotskerswell and Bishopsteignton have voted to accept Neighbourhood Plans for each of their parishes.

On 28 September 2017 a referendum was held in Abbotskerswell and Bishopsteignton parishes which asked:

“Do you want Teignbridge District Council to use the Neighbourhood Plan for Abbotskerswell to help it decide planning applications in the Neighbourhood Area?”

and

“Do you want Teignbridge District Council to use the neighbourhood plan for Bishopsteignton to help it decide planning applications in the neighbourhood area?”

In Abbotskerswell, 87.9% of voters answered ‘yes’ to the question and in Bishopsteignton 87.3% of voters answered ‘yes’ to the question, which means the plans will now be presented to Teignbridge District Council Executive meeting on 31 October 2017 to be 'made', or legally brought into force.

A Neighbourhood Plan is a community-led process for guiding the future development, regeneration and conservation of an area. It contains aims, planning policies and proposals for improving the area or providing new community, sport and leisure facilities. It can be used to help decide where things should take place and to identify and protect important local green spaces.

When the plans are 'made', Abbotskerswell and Bishopsteignton Parish Councils will be entitled to receive 25% of a charge to developers, known as the Community Infrastructure Levy (CIL), to spend on infrastructure which they decide is needed. Parishes which do not have a Neighbourhood Plan in place receive 15% of the levy. Housing developers are required to pay a levy to Teignbridge from the start of house building.  The CIL charge on new housing and some retail developments will be used to fund various priorities set out in the Neighbourhood Plan, such as healthcare, education, community facilities, green spaces, cycle paths and road improvements, providing vital facilities for local residents.

Cllr John Goodey, Teignbridge District Council's Executive Spokesperson for Community Neighbourhoods, said: 
 
"I am delighted that Abbotskerswell and Bishopsteignton residents have given their approval to accept the Neighbourhood Plans.
 
"The referendum on the Neighbourhood Plans gave local people an opportunity to get involved and have their say about their areas’ future development.

"When it is formally ‘made’ in October, the Plans will be legal documents sitting alongside the Teignbridge Local Plan when planning applications are considered. It is important to help deliver the types of homes our residents need along with quality development including jobs and community facilities." 

The Plans were created by a team of residents in each Parish on behalf of Abbotskerswell Parish Council and Bishopsteignton Parish Council with support from Teignbridge District Council.

Cllr Dennis Smith, Teignbridge District Councillor for Ambrook ward, said:

"This is a fantastic achievement and reward for all the volunteers who have worked so hard to bring this plan for Abbotskerswell to fruition. Hopefully it will provide direction for the community for many years to come."

Cllr Timothy Golder, Chairman of Teignbridge District Council and Councillor for Bishopsteignton ward, said:

“I was present at the count and I am extremely pleased with the overwhelming 87.3% vote in favour of adopting the Plan. Thanks to all the people who worked hard on the Plan and voted for it. This will mean that the plan now becomes a legal part of the planning system and must be considered in the approval of planning applications and development decisions in the area.

“The additional financial resources that will now come to Bishopsteignton Parish Council will enable local Councillors to use the money for the needs of the community."
