1. Background - Community Governance review

Local Government and Public Involvement in Health Act 2007

Teignbridge District Council has been asked by Ogwell Parish Council to consider changing where the parish boundary sits between Ogwell and Newton Abbot. This is called a Community Governance Review (CGR). The request from the Parish Council was supported by a valid petition signed by 62.36% of registered electors that live within the affected area.

Teignbridge District Council has also been asked by both Ideford Parish Council (currently 7 councillors) and Coffinswell Parish Council (currently 5 councillors) to consider increasing their number of councillors by one or two for Ideford, and by one for Coffinswell. 

In undertaking the review the Council will be guided by Part 4 of the Local Government and Public Involvement in Health Act 2007, relevant parts of the Local Government Act 1972 and guidance issued by the Department of Communities and Local Government and the Local Government Boundary Commission in 2010. 

Section 81 of the 2007 Act requires the Council to publish its Terms of Reference for the review which clearly sets out the focus of the review and timetable for the review.

The Council is required to have regard to guidance issued by the Government and the publication ‘Guidance on Community Governance Reviews’ issued by the Department of Communities and Local Government and the Local Government Boundary Commission for England in March 2010. This guidance has been used in drawing up the Terms of Reference and timetable for the review.
