A full Council Tax charge is based on two or more adults (over 18 years) living in a household - if there is less than two, the household can get a discount.

For Council Tax purposes, certain types of people are not 'counted' towards the number of adults in a household (they are disregarded) and the bill is worked out as if they were not living there. This means that the Council Tax bill could be reduced by a discount of 25% or, in certain circumstances, by 50%.
