How we are helping with car parking across the district during the Coronavirus emergency

The guidance below sets out the updated details of how we continue to run Teignbridge car parks for the benefit of our communities.

Free parking for NHS workers

NHS workers are entitled to continue to park for free in the Teignbridge District Council car parks without them having to worry about cost or time restrictions when carrying out their role. (Please do not park in any space or car park marked reserved).  This concession includes the Cricketfield Road car park.  If you need a pass for this location please email providing the registration of your vehicle, proof of your employment with the NHS and request a passcard.  This concesion does NOT include the Newfoundland Way car park as passcards cannot be used in this car park.

Free parking for essential workers and volunteers who are performing an essential role and directly dealing with the Coronavirus outbreak

Those essential workers and volunteers who are travelling to perform an essential role will receive free car parking in the pay and display car parks when carrying out their role, but must comply with the time restrictions and leave before the end of the permitted period.

  • All blue light service staff
  • Private health care workers
  • Social care workers
  • Businesses and volunteers delivering essential food and medicine.

Both NHS and the essential workers are encouraged to either:

  • Display supporting evidence in their windscreen, such as photocopies of their work pass with sensitive information removed, or a letter of evidence from their employer; or
  • Email with details of your registration, make of vehicle and evidence of eligibility.

If a Penalty Charge Notice is issued to one of the exempt groups or workers when they are carrying out their duties the ticket will be cancelled. Simply follow the details on the back of the Penalty Charge Notice to challenge it with supporting evidence of your work and we will confirm cancellation to you.

Newton Abbot Multistorey Car Park

Re-opens Monday, 6 July, operating initially 9am – 5pm Monday to Saturday. Customers are urged to follow the markings and in particular observe the one way system in the two stairwells with one being up only and the other down.  Unless from one household, the lift is split in two by markings and users must stay on either side of the line, keeping as much distance as possible.

To reduce the risk of spreading coronavirus we are asking everyone to go cashless if they can when paying for parking. Payments can be made at no additional cost by contactless debit/credit cards, Apple Pay or GPay. 

On street parking permits

As Devon County Council has commenced on street enforcement, the concession that Teignbridge District Council offered for on street permit holders to be able to use their permits in the car parks will stop on Monday 14 June 2020. Notice to challenge it with supporting evidence of your work and we will confirm cancellation to you.

Fees and charges

Fees and charges still apply and existing permits remain valid. Non-essential workers should pay the appropriate charges. We are asking all our car park customers to make use of cashless methods of payment, such as contactless card payment available at all machines, or pay by phone using RingGo, to reduce the risk of cross-infection.


If you are self-isolating and you receive a Penalty Charge Notice, we will take a pragmatic approach to any appeal received. You may be asked to provide evidence of your need to self-isolate.
