Appeal a Penalty Charge Notice/parking fine
If your Penalty Charge Notice starts with the prefix YD, you must contact Devon County Council.
You must appeal your Penalty Charge Notice as soon as possible and do so within 14 days of it being issued. If you appeal within 14 days of the date the PCN was issued, the case will be placed on hold pending a decision on your appeal.
If you do not pay your PCN, and you do not successfully appeal, the case will progress and the charge will increase. The registered keeper/owner is legally responsible even if they were not the driver at the time of the contravention.

You will need the Penalty Charge Notice number which is ten digits long and starts with the letters TI.
