10. Infrastructure Delivery

New Infrastructure provided in the plan area

The provision of necessary infrastructure is vital to the development and accessibility of the area, we are actively working with Neighbouring Authorities, Devon County Council, Homes England, the Local Enterprise Partnership (LEP) and service providers to secure he necessary infrastructure. A number of the larger Local Plan allocations require key pieces of infrastructure to facilitate their delivery and achieve quality.

We are working with partners to deliver Infrastructure through other means, particularly through bidding for funding for their provision or match funding to secure earlier delivery.

The Infrastructure Delivery Plan (IDP) identifies infrastructure that is needed to support development growth. It also records projects that have been completed, this was last reviewed in February 2020. Recent achievements include completions or significant progress on the following.

  • Progress has almost finished for the Ridgetop Park, part of the South West Exeter development. The first phases will be open to the public by the beginning of 2022.
  • Temporary traffic lights have been installed within Newton Abbot during the Covid 19 pandemic, to help with green movement around the town, many of these are now permanent.
  • The planning application for the Teign Estuary Trail has now been approved. More details can be found on our website and DCC website.
  • Work has almost finished for the first phase of the new sea defence wall at Dawlish and is now open for the public to enjoy. Planning permission has been secured for further works including upgrading the train station
  • Works have commenced and there are dwellings completed on the development for 2,500 dwellings part of South West Exeter development in Exminster.
  • Works have been approved on improvements to the cycling and walking provision around Newton Abbot town centre, this is being financed by the Future High Streets Fund which £9.2 million was awarded on 26 December 2020.
  • Dawlish Countryside Park has been given a 999 year lease to the Land Trust which will safeguard the public and environmental benefits.
  • The third and final phase of the A382 improvements should begin in 2021.
  • The first phase of the A382-A383 link road started in June 2021, and due to be completed by early 2022.
  • Decoy play park in Newton Abbot had a full refurbishment and opened in Summer 2021.
