The Local Plan 2013 – 2033, sets out a target to provide an annual average of 620 housing completions, of which an average of 124 should be affordable. The target has now changed to the standard method which is currently 720 per annum. Please see the 5 year land supply.

The Residential Land Monitor (RLM) as of April 2023 showed a land supply of 6,080 dwellings with 541 units started on site and 5,539 as yet unimplemented (including those with resolutions to grant planning permission pending Section 106 agreements). Cumulative completions for the plan period so far amount to 6,078.

Custom and Self Build

The Local Plan 2013-33 promotes Custom and Self Build homes, there is a ‘Teignbridge Rule’, Teignbridge Planning policy (WE7) requirement for 5% of plots on sites of 20 dwellings or more to be serviced and marketed to custom or self builders. We have a register of people who have expressed interest in Custom and Self Build. As at 30 October 2022 there are 76 new registrations.

Housing Registers

Custom and Self Build Register

The Government wants to enable more people to build or commission their own homes. The self-build and custom house building register will provide an indication of demand for self and custom build in our area that can be used when developing housing and planning policies. Further information is available on our Custom and Self Build webpage.

Since 1 April 2016 we have been required to keep a register of people looking for land in our area on which to build their own homes. Also to ‘have regard’ to it in our planning, housing and regeneration functions and when disposing of any of our land. For full details please see the Self-build and Custom Housebuilding Act 2015.

Brownfield Register

The Government has required all Local Authorities to publish an annual Brownfield Register of all brownfield (previously developed land) from the end of December 2017 and then annually.  On the 2022 Brownfield Register there are potential of between 644 and 679 dwellings.

Housing Land Supply Statements

Planning Authorities are required to keep a deliverable housing supply to meet needs for at least the coming 5 years. 

Post Occupancy Surveys

Each year we do a survey of residents of new homes.
