2. What development is liable for CIL?
Any new development, including change of use, that falls within the CIL Charging Schedule (residential and out of town retail) will be liable. To view this on a map follow the link to CIL charging areas
This charging schedule also sets out the CIL rate per square metre when introduced in 2013. These amounts are then indexed to give a current year rate for permissions granted in the current year using the following formula:
CIL rate x chargeable area x 286 / 239
286 = BCIS index for 2017
239 = BCIS index for 2013
